  2. Past: To establish efficiency at the cost of shared decision-making and collaborative learning.
  3. Present: Looking for a new vision within the three "waves" of school change that began with A Nation at Risk.

  1. Transforming the traditional basic skills curricula for an information-based society.
  2. Teaching skills and content for more than “coverage.”
  3. Responding to a new vision of collaborative learning.
