: Basically, the computer. When the patient comes into the E.R., the patient will recieve a charge for his particular diagnosis or DRG. This charge would be based on the average use of supplies used for patients in this particular diagnosis. If the patient uses more, then the hospital suffers a loss. If the patient uses less, then the hospital gains. The nurse job would be to use the appropriate amount of supplies, necessary and take care of the patient.

the computer has to be run by human authority
