Developing Evaluation Questions

Topics:

  • Fully understanding what is being evaluated.
  • Identifying stakeholders and building relationships with them based upon: expertise, experience, responsibilities, influence, interest and investment.
  • Casting a broad net across stakeholders.
  • Types of stakeholders and their motivations for participating in evaluation.
  • Prioritizing stakeholders in terms of their absolute vital relationships, secondar importance, and in terms of their propitiate relationships to the issue at hand (e.g. political correctness).
  • Stakeholder engagement strategies.
  • The role of the observer in program evaluation.
  • Understand the case study approach to program evaluation.

Homework:

Review the Case Study Approach to Program Evaluation and the Mora & Friedlander Case Study Evaluation Guide as well as the GAO case study guide. Now review a representative case study evaluation - the Kenyan Water, Sanitation and Housing Case Study. Focus solely upon the water and sanitation portion of that case study. Thereafter answer the following questions:

  1. Describe the case study approach to program evaluation.
  2. Describe what types of questions are employed in the case study approach and explain the rationale supporting this approach.
  3. Can you identify specific questions that are either explicitly or implicitly utilized in the Kenya Water Sanitation Case study?
  4. Can you relate how those questions are linked to the stakeholders? If so explain.
  5. Explain what conclusions were drawn from those case study questions - listing them one by one.
  6. Describe the stakeholders involved in conducting this evaluation what stake they had in the outcome of the evaluation.

Submit answers to these questions assignment in World format as attachments to Canvas email and submit this homework - complete with APA citations and references - to the instructor by no later than 5 pm on the last day of Session 7 (as designated on the course schedule page that is linked above).
