"He had a dream
and his dream was what he
called The Estuaries. His invisionment of The Estuaries was to have a
recreation filled, environmentally sensitive, water orientated
community." This community was planned to have
five different villages built upon the 6,500-acre (ten
square mile) tract.
Troutman's master plan included developing the former Windsor tract
to include around 42,000 full time residents. "2,800 acres he wanted
to preserve, and over 30 miles of bay frontage amounting to about 43%
of the total area." Simpson added that Troutman desired 75% of the
land to be open spaces.
