Dr. Rubens is an Associate Professor of Management in the Lutgert College of Business at Florida Gulf Coast University is the former Director of Sponsored Projects and Programs in the College of Business, Center for Leadership and Innovation at Florida Gulf Coast University. Prior to Dr. Rubens appointment in the College of Business, he held joint appointments in Business and Public administration where he taught and developed courses in health administration, general management, and public administration (distance and in-class), and served as lead faculty for the health administration concentration. Dr. Rubens also served as the chairperson for the Division of Public Administration throughout the development of the MPA program. Dr. Rubens earned his doctorate from the University of Pittsburgh in health service administration. Dr. Rubens also has an MS in community health and an MPA in public administration.
Dr. Rubens has been consulting extensively for over twenty years (both privately and through the university). His work with these organizations has included, but is not limited to: organizational assessment; strategic planning, cultural change, performance appraisal development and implementation, process mapping; team building, human resource planning, quality of work life programs, total quality management, and numerous customized training programs and workshops.
Dr. Rubens primary areas of teaching, specialization and consulting are in leadership, conflict management, organizational behavior; quality improvement; human resource management; employment law, and program evaluation. Prior to his current faculty appointment, Dr. Rubens held research and teaching positions at Northern Illinois University, the University of Pittsburgh and the Center for Emergency Medicine. Dr. Rubens' current research interests are in issues related to board strategic decision making, job satisfaction; and ethical decision making. Dr. Rubens has authored or co-authored numerous publications on management and public health issues, and has developed training manuals and training videos.
Dr. Rubens is active in a number of professional organizations including the Academy of Management, Southern Management Association, and the American College of Health Care Executives. Dr. Rubens is also actively involved in a number of local business and economic organizations in Southwest Florida.
